About the NLCThe Northern Land Council (NLC) was established under the Aboriginal Land Rights (Northern Territory) Act in 1976, to assist Aboriginal people in the Top End of the Northern Territory to acquire and manage their traditional lands, waters and seas. Nearly 50 years on we continue to serve over 50,000 Aboriginal people of the Top End and remain committed to enhancing Aboriginal peoples social, political and economic participation by supporting their aspirations and amplifying their voices on a range of issues impacting on their lands, seas, culture and communities. About the RoleThis is an exceptional opportunity to lead and innovate Land and Sea Management’s Partnerships and Enterprise Development Unit advancing Aboriginal land-holder interests and management of Aboriginal land within the Northern Land Council (NLC) region. Under the direction of the Senior Manager, Land and Sea Management, the Partnerships and Enterprise Development Unit will work with Traditional Owners (TOs), strategic partners and other stakeholders across the NLC’s region to reveal the economic potential of Aboriginal land and the importance of protecting country and cultural values in working towards generating sustainable revenue derived from the effective management of country. This position will lead a small team of dedicated staff to develop initiatives around Joint Management of Parks with both the NT and Australian Government, Savanna Fire Carbon Project development this would include development of governance and project plans, identification of emerging land and sea management funding opportunities/ partnerships and other emerging opportunities for the NLC and Traditional Owners. The position will also be responsible for implementing key elements of the NLC’s Strategic Plan, the Caring for Country (CFC) Strategic Plan, Healthy Country Plans and related Ranger group operational plans. ResponsibilitiesManagement and coordination of the Partnerships and Enterprise Development Unit including Parks Joint Management, developing new funding and strategic partnerships to benefit Indigenous Land and Sea Management Programs and support engagement in carbon and environmental market opportunities across the NLC region.Lead and manage a small team of specialists whose functions include contract management, fire management, compliance, monitoring & evaluation, joint park management and other specialist land management roles.Collaborate with Managers to ensure that relevant NLC programs, strategies and initiatives are integrated and consistent with organisational plans and strategies, including strategic reforms relating to the ‘Activating Land Rights’ initiative.Support the Senior Manager – Land and Sea Management to strategically analyse specific issues and opportunities relevant to the NLC and Traditional Owners and recommend appropriate responsive action including policy, special projects and strategic initiatives.High-level responsibility for planning and resourcing through detailed budgeting and strong team management including for regionally based staff.About youTo thrive in this role, you will have:Proven high-level leadership and experience in land and sea management partnerships and enterprise/commercial as it relates to remote indigenous interests, their Country and communities.Experience developing high-level land and sea management strategies that protect Country, whilst understanding the detail that ensures they can be effectively and pragmatically implemented in an environment of diverse competing priorities and complex social and geographical environments.Experience creating economic development opportunities, including carbon, fire and land management, that align with conservation, socio-economic and cultural objectives.Proven ability to provide high-level strategic planning and policy development addressing current and future land management obligations, benefiting the landowner and managing the benefits of the land use.The networks, personality, presence, impact and communication skills to represent NLC to senior government officials, senior industry managers, philanthropists and stakeholdersRemuneration and Benefits:Full-Time fixed-term contract (3 Years)Location: DarwinSalary: Negotiated ContractAllowancesFBT exempt salary packaging benefits pay13.5% superannuation contribution5 weeks annual leave & 17.5% annual leave loadingCultural knowledge and lived experience is central to the work that we do.
